Superintendent - Burns Flat
Western Technology Center is seeking a district Superintendent to begin on July 1, 2026. As the chief executive officer of the district, primary functions are to provide strategic leadership and direction for all district operations, ensuring high-quality programs and services across full-time education, adult education, business and industry services, workforce development, and community partnerships.

Job Description
PRIMARY FUNCTION: Chief Executive Officer of the school district. Provides strategic leadership and direction for all district operations, ensuring high-quality programs and services across full-time education, adult education, business and industry services, workforce development, and community partnerships.
SUPERVISORY RESPONSIBILITIES: Supervises the assistant superintendent, director of instruction, director of student services, director of business and industry services, director of human resources, chief financial officer, Director of IT, Director of Marketing and Information, and supervisors of plant operations.
REPORTS TO: Superintendent position assigned to the board of education who is responsible for supervision and evaluation. Evaluated annually in accordance with the provisions of the board's appraisal reviews for the superintendent.
QUALIFICATION REQUIREMENTS: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required. EDUCATION and/or EXPERIENCE: Master of Education (M.Ed.) in Education Administration and a superintendent certification form the Oklahoma State Department of Education; and ten years related administrative experience and/or training; minimum three to five years of successful experience in teaching, administration and/or supervision in technical education; experience at the superintendent, deputy superintendent or assistant superintendent level in an area technical school preferred; or equivalent combination of education and experience in a comprehensive school or higher education system.
CERTIFICATES, LICENSES, REGISTRATIONS: OSDE Superintendent's Certificate and standard or provisional OK Technology Center Administrator credential.
LANGUAGE SKILLS: Ability to read, analyze, and interpret common scientific and technical journals, financial reports, and legal documents. Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business and industry community. Ability to write speeches and articles for publication that conform to prescribed style and format. Ability to effectively present information to top management, public groups, and/or boards of directors.
MATHEMATICAL SKILLS: Ability to apply mathematical operations to such tasks as frequency distribution, determination of test reliability, and validity. Ability to perform all math skills in dealing with percentages and other areas needed to prepare the school budget and financial operations required by the district to maintain the fiscal responsibilities of the district.
REASONING ABILITY: Ability to read and comprehend varied and extensive written documents, regulations, and reference material. Ability to meet and confer with individuals and groups concerning a variety of subjects, including confidential matters. Ability to apply principles of logical or scientific thinking to a wide range of intellectual and practical problems. Ability to deal with nonverbal symbolism (formulas, scientific equations, graphs, etc.) in its most difficult phases. Ability to deal with a variety of abstract and concrete variables.
OTHER SKILLS and ABILITIES: Ability to meet frequent deadlines requiring concentrated effort and overtime work; ability to work on a variety of projects at the same time. Ability to deal with major issues and problems which can create high stress, (Possess administrative good judgment, organizational, and excellent interpersonal skills. Ability to interpret and implement laws and regulations as pertained to the operation and management of personnel and schools. Ability to develop and monitor school budgets. Ability to operate a passenger vehicle in order to travel statewide. Excellent communication skills, attention to detail, and the ability to establish good rapport with staff and others are essential.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following:
1. Define short‑range and long‑range educational needs, establish district goals and formulate policies and plans for recommendation to the board of education. Provide leadership in the planning and development of quality technical education instructional programs and support services.
2. Identify and evaluate pertinent research and trends for consideration and possible use in achieving the goals of the district.
3. Coordinate the development of a long‑range plan for the district.
4. Assist in determining district needs and in the preparation of the annual budget to be presented to the board of education.
5. Oversee the establishment of and the adherence to efficient procedures and effective controls for the receipt and expenditure of school funds in accordance with the adopted budget, district policies, and the school code.
6. Direct the appropriate personnel to maintain an accounting and financial information system that is capable of supplying periodic, detailed, and thorough data reports as required.
7. Assist in the administration, implementation, and evaluation of the personnel policies of the school district.
8. Evaluate the need for additional employees.
9. Consider and evaluate the employment and termination recommendations made by the respective department heads prior to presentation to the board of education.
10. Approve and direct the implementation of procedures for evaluation of all personnel to insure compliance with state and federal law and board policies.
11. Conduct an annual evaluation of all personnel directly under his/her supervision.
12. Participate in an annual evaluation of his/her own performance with the board of education.
13. Establish and maintain both within and outside the school, a program of public relations to promote understanding and maintain staff morale within the school and keep the public informed of the activities, needs and successes of Western Technology Center.
14. Represent the board of education as a liaison between the school district and the community.
15. Keep informed of and interpret laws, regulations, statutes, rules, and policies affecting the district and assist in upholding and enforcing the board policies and administrative procedures.
16. Direct the preparation of and submit reports and other documents as required by the board of education and the State Department of Career and Technology Education.
17. Evaluate and modify as appropriate the planning of new construction prior to presentation to the board of education.
18. Approve the development of proposals for special funding of programs and projects.
19. Assure compliance with the organizational management philosophy of the district.
20. Approve the school calendar to be submitted to the board of education.
21. Conduct administrative staff meetings and participate in school meetings and other functions.
22. Attend all regular and special meetings of the board of education.
23. Provide leadership in concert with the assistant superintendents, directors, and respective department heads in the planning, development, and effective operation of:
a. A unified district instructional delivery system, including competency‑based curriculum, special courses, new technologies, utilization of program advisory committees and staff development that will provide a superior system of instruction and training for secondary and post secondary students.
b. Quality support services for students including assessment, counseling, tuition assistance, student organization activities, and job placement.
24. Seek, develop, and participate in appropriate business/industry training partnerships that will serve the needs of business and industry, increase the utilization of the school's expertise, and enhance the business support of Western Technology Center.
25. Establish and maintain a positive working relationship with area business and industry leaders.
26. Develop contacts with and seek support of local, state, and federal officials including the mayor, the governor, members of the state legislative delegation, and secretaries of federal departments and agencies.
27. Establish and maintain a close working relationship with the staff at the State Department of Career and Technology Education.
28. Maintain a line of communication and work cooperatively with administration staff and all district personnel.
29. Maintain professional competence through participation in professional and civic activities.
30. Maintain knowledge of current school laws and regulations related to school finance.
31. Maintain regular attendance following a designated work schedule.
32. Work extended hours and additional days/evenings as required by position responsibilities.
33. Participate in meetings/conferences as scheduled within the district and state and in other states.
34. Perform such other duties, assume such other responsibilities, and exercise such other authority as may be required or conferred upon by law or the board of education.

Instructor, Aviation Structures Technology - Burns Flat campus

PRIMARY FUNCTION: To deliver dynamic, relevant education and training that prepares students for the workforce, while actively supporting their personal and professional success and building strong relationships with industry and community stakeholders.
SUPERVISORY RESPONSIBILITIES: Students enrolled in Aviation Structures Technology career majors.
REPORTS TO: This is an Instructor, staff position assigned to the Office of the Assistant Superintendent who is responsible for supervision and evaluation. The Aviation Structures Technology Instructor shall be evaluated annually in accordance with the provisions of the board’s policy on performance appraisal reviews for certified personnel.
QUALIFICATION REQUIREMENTS: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill and/or ability required. EDUCATION and/or EXPERIENCE: WTC highly values industry experience, formal education and professional training. A minimum of 4,000 hours (approximately two years) of industry experience is required; or 2,000 hours with a degree in the program area. Teaching/training experience preferred.
CERTIFICATES, LICENSES, REGISTRATIONS:
Must possess one of the three following certificates:
(1) OK CareerTech Industry Specialist Certificate
(2) OK CareerTech Standard Teaching Certificate or
(3) OK Standard Teaching Certificate;
Or have the ability to obtain one of the three aforementioned certificates or provisional certificates. May earn certification while working for WTC. Certification details are as follows:
(1) Instructors pursuing the OK CareerTech Industry Specialist Certificate will follow an individualized professional development plan designed to support the professional growth and success of those who are new to teaching or new to teaching within the OK CareerTech system. This plan consists of 225 hours of structured instructional coaching, peer observations and must be completed within three years of employment.
(2) Instructors pursuing the OK CareerTech Standard Teaching Certificate must possess an associate’s degree and complete either 15 credit hours of education courses or 225 hours of individualized professional development.
(3) Instructors pursuing the OK Standard Teaching Certificate must possess a bachelor’s degree and complete either 15 credit hours of education courses or 225 hours of individualized professional development.
Instructors pursuing either of the three certificates above may be provisionally certified prior to fulfilling all certification requirements.
CertTEC Aerostructures Certification or FAA Airframe and Powerplant (A&P) certification is required or the ability to obtain one of the certifications within one year of employment.
Must possess a current and valid Oklahoma Driver’s License.
Must be authorized to work in the U.S.

MATHEMATICAL SKILLS: Ability to calculate figures and amounts such as proportions, percentages, area, circumference, volume, probability, fractions, percentages, ratios, and proportions. Ability to apply concepts of basic arithmetic, algebra, geometry, trigonometry and statistical inference.
REASONING ABILITY: Ability to think critically and analytically. Thorough understanding of aviation-related tools and materials and their uses. Ability to identify the root cause of malfunctions. Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram or schedule form.
OTHER SKILLS and ABILITIES: Operate general test equipment, lifting devices, cranes, and hoists. Ability to operate and repair equipment associated with Aviation Structures Technology. Thorough knowledge of general management practices and teaching methods. Ability to deal effectively with the public and school officials. Working knowledge of the operating practices of career and technology education. Excellent communication skills, attention to detail, ability to establish good rapport with students, staff, vendors and customers. Computer skills must be proficient.
ESSENTIAL DUTIES and RESPONSIBILITIES include the following. Other duties may be assigned.
1. Instructs students through various methods including modeling, visuals, hands-on activities, work-based learning, demonstrations, thematic instruction, and scheduling/coordinating guest speakers. Uses multimedia tools, technology, and other materials to supplement presentations. Some online instruction may be required as a part of the program.
2. Develops and prepares program curriculum (in-person/online), objectives, course outlines, lesson plans, assignments, projects, and evaluation instruments reflective of the industry. All curricula should follow guidelines or requirements set forth by the state, industry board, and school district.
3. Creates meaningful and lasting relationships with business and industry leaders/organizations through advisory committee meetings.
4. Attends and keeps current with industry training in specialty areas and implements skills in the classroom environment.
5. Objectively administers and evaluates assignments, projects, quizzes, and tests to determine student progress, provides timely feedback, and adjusts instruction as needed.
6. Records student grades in student information management software. Communicates issues via written, verbal, and in person communication and progress reports to parents.
7. Clearly communicates curriculum and information to various stakeholders via in-person or email, online Learning Management System (LMS), online Student Information System (SIS), and/or video conferencing software.
8. Manages the classroom effectively, sets high expectations, and monitors students at all times.
9. Assists students with developing soft skills and prepares students for employment upon completion of course.
10. Prepares all program completers for competency tests and evaluates students not performing at proper level by initiating a plan of improvement to meet requirements.
11. Participates in and/or facilitates faculty and professional meetings, educational conferences, teacher training workshops, advisory committee meetings, student recruiting/promotional school events.
12. Works cooperatively with counselors, academic center personnel and special needs coordinator to provide educational services for students including those prescribed in IEP/504 plans.
13. Performs duties related to participation in and sponsoring of CareerTech student organization events and competitions.
14. Supervises students who qualify for work-based learning opportunities and assists with job placement.
15. Additional duties that may be assigned by immediate supervisor or above.

PRIMARY FUNCTIONS: District-wide position. Manage a full-service marketing department; develop and implement WTC’s Marketing and Communications plan; promote and market WTC at civic and community events; maintain current relationships with district stakeholders. Coordinate and facilitate WTC’s 5-year strategic planning cycle with annual updates. Collect, upload, and submit organizational data into CTIMS for State Reporting of all WTC full-time training programs.
